Transfer from Army Reserve to Decommissioning Reserve

Figure B-41, Reserved Component Allocation or Attachment Request [Decommission Reserve Allocation Request] in USAR PAM 600-5 gives you a list of what is required in the retirement request package.

This checklist begins with a title, asking for your name, rating, Army email, your organization, unit UIC, unit POC contact information, and other basic management data. There is a checklist behind the management data.

This list is the first part of the packet. The next form in the package is as follows:

DA Form 4561:

This is a request to reserve component assignments or attachments. Your commander and you must sign this.

It requires basic administrative information such as your name and address, social security number, phone number, etc. If you voluntarily request retirement, you can choose "Voluntary Distribution" in the form.

In another part of the form, you will be asked to transfer to the retirement reserve. Depending on the organization you use, you may simply fill out your personal information. Your organization will eventually complete the reminder. Other units may ask you to fill out the entire form.

Some units will do everything for you; ask your organization administrator to find out which one applies.

DA Table 4856:

The next two forms are representative statements. One person will come from your commander; the other will come from your service career counselor.

When you leave the off-the-shelf reserve [TPU / SELRES / IMA / IRR], you will lose some benefits. For example, as a member of the TPU, you are eligible for Tricare Reserve Select.

When you transfer to the retirement reserve, you will be eligible for the Tricare retirement reserve. The premium for this program is very expensive compared to the premium for Tricare Reserve Select. Your commander may tell you about it.

As a member of TPU / SELRES, you are eligible for SGLI. If you transfer out of this program, you will no longer be eligible for SGLI. If you are already serving in an active contract or deployment, you will be able to register for VGLI.

The commander can tell you what will happen to your data package. He or she can also understand the reasons for your retirement and hope to get information that may benefit those who remain in the unit.

A career counselor can tell you about your chances of returning to TPU / SELRES, IMA or IRR. He/she can also introduce you to the recall of retirement opportunities.

What you know will vary depending on your organization.

Command chain recommendations:

Retirement is not a guarantee. If you have a contract time and if you are critical to your department and are able to complete the task, your retirement request may be denied. Your command system also needs your retirement support.

Army Reserve Score or 20 Year Letter:

You need one or both of them in your package to record the fact that you are eligible to retire at the age of 60.

Retirement recognition required:

Service members who quit the service are eligible for accreditation. Examples include the certificate issued by the President, the award medal, the lapel of retired soldiers, the American flag, and so on. The unit can invest in some additional accreditation projects.

Orders uploaded to your electronic record:

This is what happens after your package is approved. If you are in TPU / SELRES, you must continue drilling until you receive this order. If you are in an IMA or IRR, you must retain your obligations until you receive a pension order.

You will no longer have to fulfill your TPU / IMA / IRR obligations since the date the order placed you as a retirement reserve. You will need to submit any unit items that are logged out to you.
